Mills expanded scrap substitution to offset cost inversion, but remained constrained by scrap tax compliance and falling NPI grades; restocking demand boosts high-grade nickel, worsening structural raw-material imbalances. Global markets face intersecting risks from mining policy, energy, and demand. Q4 is key for production, procurement, and hedging plans.
